Maritime Administration Seeks Comments on Info Collection on Application for Capital Construction Fund and Exhibits

The Maritime Administration is requesting comments by March 15 on extension of a currently approved information collection on applications for capital construction fund and exhibits, it said in a Federal Register notice scheduled for Feb. 13. The affected public is U.S. citizens who own or lease one or more eligible vessels and who have a program to provide for the acquisition, construction or reconstruction of a qualified vessel.

The information collection consists of an application for a Capital Construction Fund (CCF) agreement under 46 U.S.C. Chapter 535 and annual submissions of appropriate schedules and exhibits. The fund is a tax-deferred ship construction fund created to assist owners and operators of U.S.-flag vessels in coming up with the large amount of capital needed to modernize and expand the U.S. merchant marine. The program encourages construction, reconstruction or acquisition of vessels through the deferment of federal income taxes on certain deposits of money or other property placed into a CCF.

MARAD wants input on: (1) Whether the proposed information collection is necessary for the proper performance of the agency's functions, including whether the information will have practical utility. (2) The accuracy of the agency's estimate of the burden of the proposed information collection (1790 hours). (3) How to enhance the quality, usefulness and clarity of the information collected. (4) Ways to minimize the burden on respondents, including the use of automated collection techniques or other forms of information technology
