PHMSA Wants Comments on Whether to Adopt ICAO Rules on Lithium Batteries
The Pipeline and Hazardous Materials Safety Administration is seeking comment on the impact of changes to the rules for air transport of lithium cells and batteries that were adopted by the International Civil Aviation Organization and later incorporated by reference in a final PHMSA rule.

PHMSA is considering the long-term impact of allowing shippers and carriers to choose between compliance with the existing Hazardous Materials Rules, or compliance with the ICAO Technical Instructions 2013-2014 edition when transporting batteries domestically by air.
PHMSA is seeking comment on whether to require mandatory compliance with the 2013-2014 ICAO Technical Instructions for all shipments of lithium batteries by air, both foreign and domestic, and based on them may issue a final rule to revise the HMR.
