USTR to Use Certificate System for Sugar Imports from Panama
The Office of the U.S. Trade Representative said the tariff-rate quotas (TRQ) for sugar established by the United States-Panama Trade Promotion Agreement will be administered using certificates, effective Oct. 31.

The Federal Register notice scheduled for Oct. 26 said USTR is administering two of the duty-free quantities of sugar established under the Agreement, the sugar and sugar-containing products (SCPs) TRQ and the raw sugar TRQ, through a certificate system substantially similar to that described in 15 C.F.R. §2011.102(c) (2006). That means no sugar from Panama may be permitted entry under the in-quota tariff rate unless customs officials are shown a valid certificate of quota eligibility. The Secretary of Agriculture will issue the certificates of quota eligibility to the Government of Panama, which will provide them to the exporter, it said.
