USDA Announces FY 2013 TRQs for Raw Sugar & Other Sugar Products

The Department of Agriculture announced the establishment of the raw and refined and specialty sugar import tariff rate quotas for fiscal year 2013 (Oct. 1, 2012 -- Sept. 30, 2013).

TRQ Limits for Raw, Refined, and Specialty Sugar

The FY 2013 import TRQ for raw sugar will be established at 1,117,195 metric tons raw value (MTRV),1 the minimum amount to which the U.S. is committed under the World Trade Organization (WTO) Uruguay Round Agreements. Raw cane sugar under this TRQ must be accompanied by a certificate of quota eligibility and may enter the U.S. until September 30, 2013. The U.S. Trade Representative will allocate this TRQ among supplying countries and customs areas.

The FY 2013 refined and specialty sugar TRQ will be established at 117,254 MTRV for certain sugars, syrups, and molasses. Of this quantity, 96,910 MTRV is reserved for the importation of specialty sugars as defined by the USTR.

Specialty Sugar Portion of Refined/Specialty Sugar TRQ Consists of 5 Tranches

USDA will administer the FY 2013 specialty sugar portion of the refined and specialty sugar TRQ (96,910 MTRV) in five tranches, on a first-come, first-served basis.

The first tranche, totaling 1,656 MTRV, will open Oct. 12, 2012. All specialty sugars are eligible for entry under this tranche. The second tranche will open on Oct. 26, 2012, and be equal to 35,245 MTRV. The remaining tranches will each be equal to 20,003 MTRV, with the third opening on Jan. 11, 2013; the fourth, on April 11, 2013; and the fifth, on July 11, 2013. The second, third, fourth, and fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.
