APHIS Updates PPQ Manuals for Aug. 22

The Animal and Plant Health Inspection Service issued emails Aug. 22 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Cut Flowers and Greenery Import Manual: The online Cut Flowers and Greenery Import Manual (here) has been revised to do the following:

Remove references to flag smut (Urocystis agropyri or Urocystis tritici) as a disease of concern. Replace reference to golden nematode with new reference to potato cyst nematodes (Globodera rostochiensis and Globodera pallida) as pests of concern.

Revisions are on the following pages:

  • Chapter 1: Introduction: Pages 1-7 and 1-8.
  • Chapter 3: Reference: Page 3-56.

Treatment Manual: The Treatment Manual (here) has been updated. Revisions, indicated by black change bars in the left margin of each updated page, are as follows:

  • Pages 3-7-21 and 6-4-16: consolidated information and added tables for the number of temperature sensors required in a cold treatment warehouse
  • Appendix B - Coast Guard Regulations for Shipboard fumigation has been updated
  • The list of APHIS-approved cold treatment facilities has been updated. USDA APHIS PPQ has certified the Port of Newark Refrigerated Warehouse (PNRW) Newark, NJ, for cold treatment. Refer to page one of Appendix E - Directory of Treatment Facilities for links to the approved facilities or click here to access the Eastern region approved facility list.
