APHIS Updates PPQ Manuals for Aug. 20

The Animal and Plant Health Inspection Service issued emails Aug. 20 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

FAVIR and the Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables manual (here) were revised. There were several reasons for the revision:

  • Algeria, Egypt, Morocco, Tunisia: banana: FAVIR Correction: removed the import permit requirement for banana fruit and leaf
  • Chile: grape: removed the expired Alert regarding a March 2012 through April 2012 fruit fly outbreak (manual pages 3-71 and 3-72)
  • Mexico: turnip and rutabaga: clarified the treatment and PC/AD requirements for turnip and rutabaga in FAVIR
  • Mexico: moved the fruit fly free footnote from the Table title
  • Netherlands Antilles: Because of a change in constitutional status within the Kingdom of the Netherlands, the countries of Curacao, Saint Marten, Sint Maarten, Bonaire, Sint Eustatius, and Saba are now considered autonomous countries and have been added to the FAVIR and the manual. Manual changes are indicated by a black change bar in the left margin on the following pages: 3-8, 3-44, 3-95, 3-277, 3-282, 3-295, 3-296.

In FAVIR, open the commodity import report (CIR) to view the import requirements.

Approved Dracaena Facilities: The list of Approved Dracaena Facilities (here) was updated, transmittal 08/2012-03, to add four new facilities and a cross-reference to the Plants for Planting Manual. Revisions are indicated by a black change bar in the left margin of each revised page.
