APHIS Updates PPQ Manuals for July 30

The Animal and Plant Health Inspection Service issued emails July 23 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) has been revised to update the action to take on precleared plant material. Revisions are on pages 2-1-10 and 2-1-11.

Plants for Planting Manual: The interim edition of the Plants for Planting Manual (here) has been updated to add information about the importation of Dracaena spp. from Costa Rica into the continental United States Program; and to make other minor revisions. Revisions, identified by a black change bar in the left margin of each revised page, are as follows:

  • Page 2-13: Added information about the Dracaena spp. program from Costa Rica requirements for entering the continental U.S.
  • Page 4-143: Added Dracaena spp. prohibited from Costa Rica unless meeting conditions of 7 CFR 319.37-5(y)
  • Page 6-2: Deleted the previous CITES Appendices I, II, and III Interpretation and replaced with the Interpretation valid from April 3, 2012
  • Glossary-1: Added a definition

Approved Dracaena spp. Facilities List: The new list of APHIS Approved Facilities Authorized to Export Dracaena spp. from Costa Rica to the Continental United States (here) is now available. Dracaena spp. from Costa Rica may enter the continental United States only if sent from one of the approved nurseries or packinghouses listed and when meeting the conditions of 7 CFR 319.37-5(y).
