APHIS Updates PPQ Manuals for July 18

The Animal and Plant Health Inspection Service issued emails July 18 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Miscellaneous and Processed Products Import Manual: The following changes have been made to the Miscellaneous and Processed Products Import Manual (here) to reflect up-to-date information and corrections. The specific changes are listed after the table number below.

  • Table 3-65 Corn--fodder, silage, or stover that was harvested in a country OTHER THAN Canada change language has been added to the fourth column (Then:), first and third cells; language has been changed in #1 fourth column (Then:), second and fourth cells; and in footnote #1
  • Table 3-94 Hay, fodder, silage, stover, and straw (various herbage of plants cut and cured for forage) that is NOT a Federal Noxious Weed (FNW) change "hay" has been deleted from the first column (If it is:), first and second cells; rows pertaining to Mexico have been deleted; and language in the third column (Then:), second cell has been changed

Links contained throughout the manual in the Table of Contents, List of Figures, List of Tables, Index, as well as internal and external cross-references have all been updated.

Animal Product Manual: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections. The specific changes are listed after the individual page numbers below.

Appendix A: Guide to Entry Status of Animal Products in Passenger Baggage or Mail

  • Page A-1-17 "Mexico" has been added to the list of countries under the HPAI heading
  • A-1-23 through A-1-27 footnote references have been corrected in the Italy, Mexico, Namibia, Spain, and Switzerland rows
  • A-1-29 through A-1-30 footnotes have been corrected

Links contained throughout the manual in the Table of Contents, List of Figures, List of Tables, Index, as well as internal and external cross-references have all been updated.

Job Aid for Taking Action on Noncommercial Meat and Animal Products from Mexico (here): language throughout the "Poultry including eggs or egg products" and "Whole egg shells" rows has been changed to reflect a change in Mexico's HPAI disease status; language has also been added to footnote #1.

FAVIR and Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) have been revised. The reasons for the revisions were:

  • Add plum and nectarine to the list of admissible commodities from Japan and the Republic of Korea into Guam and CNMI (manual pages 3-161 and 3-169; this was to correct an oversight, and is not a new market access)
  • Add tomato to the list of admissible commodities from member States of the Economic Community of West African States (ECOWAS). [Docket No. APHIS-2011-0012 effective July 12, 2012]
  • However, because program phytosanitary requirements for this commodity to meet U.S. entry requirements are not operational, import permits will not be issued at this time.
