APHIS Updates PPQ Manuals for July 11

The Animal and Plant Health Inspection Service issued emails July 11 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Animal Product Import Manual: The following changes have been made to the Animal Product Import Manual (here) to reflect up-to-date information and corrections. The specific changes are listed after the individual page, table, and figure numbers below.

Chapter 3-6: Eggs and Egg Products from Poultry, Game Birds, or Other Birds

  • Page 3-6-1 chapter table of contents has been corrected
  • Table 3-6-2 Where to Find the Regulatory Action on Eggs and Egg Products NOT Authorized by a VS Permit cells regarding Mexico have been deleted
  • Page 3-6-5 language regarding Mexico has been deleted
  • Table 3-6-4 Edible Eggs and Egg Products language regarding Mexico and accompanying footnotes #1 through #3 have been deleted
  • Page 3-6-9 language regarding Mexico has been deleted
  • Table 3-6-7 Edible Eggs and Egg Products from Countries Free from HPAI or Other Than Canada language regarding Mexico has been deleted
  • Figure 3-6-1 Requirements for a Foreign Official Veterinary Certificate Issued for Fresh, Unfertilized Eggs for Food for Eggs from Other Than Canada figure title has been changed and all language regarding Mexico within the document has been deleted
  • FORMER Figure 3-6-2 Statements Required to be Included in Certification by Animal Health Authorities in Mexico for Shipment of Table Eggs from Mexican States of Sonora and Sinaloa figure has been deleted
  • FORMER Table 3-6-9 Fresh, Unfertilized Eggs from the Mexican States of Sonora and Sinaloa table has been deleted; NEW Table 3-6-9 is titled Commercial Shipments of Canned Quail Eggs (formerly Table 3-6-10)

Chapter 3-11: Foreign-Origin Meat and Meat Products, Poultry

  • Page 3-11-1 chapter table of contents has been corrected
  • Table 3-11-2 Where to Find the Final Regulatory Action to Take When VS Permit Does NOT Authorize Entry referenced table number in last column (Then:), eleventh cell has been changed
  • Table 3-11-15 Fresh (Chilled or Frozen) Meat or Meat Products of Poultry and Fowl row regarding Mexico has been deleted; last three cells of the last four columns have been corrected
  • Page 3-11-20 language regarding Mexico has been deleted
  • Table 3-11-17 Fresh (Chilled or Frozen) Meat or Meat Products of Poultry and Fowl from a Country or Region Known to be Free from HPAI and END, from other Than Argentina and Canada table title has been corrected

Appendix A: Guide to Entry Status of Animal Products in Passenger Baggage or Mail

  • Page A-1-24 "HPAI" column, "Mexico" row, an "X" has been added

Appendix C: List of Foreign Countries and Their Disease Status

  • Page C-1-2 "Mexico" has been added to the list of countries under the HPAI heading
  • Page C-1-8 "Affected with" column, "Mexico" row, "HPAI" has been added

Links contained throughout the manual in the Tables of Contents, List of Figures, List of Tables, Index, as well as internal and external cross-references have all been updated.

FAVIR and the Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) have been revised. The reasons for the revisions were:

  • Removed the papaya orchard, Buenos Aires, from the list of authorized papaya orchards in Chiapas, Mexico
  • Added the papaya orchard, Los Potrillos, to the list of authorized papaya orchards in Chiapas, Mexico

In FAVIR, open the Commodity Import Report (CIR) to view the import requirements. The manual page that has changed is 3-203 (changes are indicated by a black change bar in the left margin.)

Gypsy Moth Program Manual: The following changes were made to the Gypsy Moth Program Manual (here) on pages M-2 and M-4, and will be indicated by a black change bar in the left margin:

  • Step 2: Allow the compost pile to remain undisturbed until the temperature reaches 120 °F (49 °C) for at least 4 continuous days. In situations where 120 °F (49 °C) cannot be maintained for at least 4 continuous days, the compost pile shall remain undisturbed until the temperature reaches 100 °F (37.8 °C) for at least 6 continuous days.
  • Step 6: Allow the second compost pile to remain undisturbed until the temperature reaches 120 °F (49 °C) for at least 4 continuous days. In situations where 120 °F (49 °C) cannot be maintained for at least 4 continuous days, the second compost pile shall remain undisturbed until the temperature reaches 100 °F (37.8 °C) for at least 6 continuous days.
