APHIS Updates PPQ Manuals for May 16

The Animal and Plant Health Inspection Service issued emails May 16, 2012, announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) has been revised to update the following: (1) Instruction on taking regulatory action on articles in international mail; and (2) List of Eastern Region PPQ Identifiers and Co-Lateral National Specialists. Revisions are on the following pages:

  • Chapter 5: Examining United States Postal Service (USPS) International Mail: Pages 5-1-2 and 5-1-6.
  • Appendix G: Lists of PPQ Area Identifiers and PPQ National Specialists: Page G-1-5.

FAVIR & Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) have been revised. The reason for the revision is to add pitaya (also known as pitahaya or dragon fruit) to the list of admissible commodities from several Central and South American countries. However, because program phytosanitary requirements for this commodity to meet U.S. entry requirements are not operational, import permits will not be issued at this time. The countries and manual page numbers that have been revised are:

  • Belize pages 3-35 and 3-36
  • Costa Rica pages 3-82 and 3-83
  • El Salvador pages 3-100 and 3-101
  • Guatemala pages 3-129 and 3-130
  • Honduras pages 3-140 and 3-141
  • Nicaragua pages 3-224 and 3-225
  • Panama pages 3-237 and 3-238

In FAVIR, open the Commodity Import Report (CIR) for each country to view the import requirements.
