CBP Makes Country of Origin Determination on Certain Flashlights

U.S. Customs and Border Protection made a final determination that India is the country of origin for Special Ops Flashlights, Sportsman Flashlights, and a light-emitting diode (LED) blank assembly . The final determination ran in the Federal Register May 11, 2012.

CBP found that the LED blank assemblies performed in India provide the essential character to the finished Special Ops and Sportsman flashlights. The LED blank assemblies imported from India are not substantially transformed as a result of the processing operations performed in the U.S. to make the two versions of the finished flashlights, therefore, the country of origin is India, said CBP. Any party-at-interest, as defined in 19 CFR § 177.22(d), may seek judicial review of a final determination within 30 days of publication of such determination in the Federal Register.
