CBP Port of Houston Releases Details on Expansions of Passenger/Crew List Manifest Pilot Program

U. S. Customs and Border Protection (CBP), Area Port of Houston/Galveston released a Public Information Notice (PIN) May 1, 2012, outlining the requirements of the final expansion of the I-418 ( Passenger List/Crew List) manifest pilot program.   • The first port of arrival (initial CBP vessel boarding)
  • Subsequent ports within the U.S. (coastwise/port of call movements)
  • Upon the final departure of the vessel from the United States (departure crew list)

Documents that currently support the manifest at arrival or departure, such as Forms I-95, I-94, I-408s, etc., are still required. Departure documents should be submitted to CBP no later than 30 days after the vessel’s departure. As required by 8 CFR 251.5, vessel operators and or agents are required to transmit the crew information and subsequent crew changes via the established Electronic Notice of Arrival/Departure (eNOA/eNOD) process, which CBP will utilize in place of the hard copy CBP Form I-418. Ports participating in the program within the Houston Field Office (HFO): Houston, Freeport, Galveston, and Corpus Christi.
