CBP Answers ACE Trade Account Owner Questions, Includes M1 ACE Transition Update

U.S. Customs and Border Protection released an April update for ACE Trade Account Owners. The update included reminders on the ongoing Document Imaging System (DIS) pilot and the Sept. 29, 2012, effective date for required use of ACE to file advance information for ocean and rail cargo to CBP.

The update included several questions and answers about using the ACE portal:

As a broker, if we upload a blanket AD/CVD certificate through the ACE Portal for one of our importer clients and we don’t know if that client has their own ACE portal account, will ACE accept or reject the blanket certificate?

  • ACE will reject the blanket declaration record or in this case, the blanket AD/CVD certificate created by the broker, if the importer has their own ACE Portal account. You will see the following error message: “Enter IR# which is not a Sub Account of another Top Account.”

I modified AM 008 to include the Bill Refund Number, the Bill Refund Status Code and the Bill Refund Status Description. The Bill Refund Status Description reads Paid or Issued. How can I tell what is a refund and what is a bill?

  • CBP recommends that you add the Liquidation Type Description to the report. This data element will indicate Bill, Refund, Auto Liquidation, No change, Re-liquidation Refund,

Can DIS be used for all entry summaries to respond to a request from CBP for additional documents?

  • No, DIS will be available to ACE entry summary filers and for ACE entry summaries only. This includes ACE entry summaries certified for release.

The update also included a status report on the M1 transition.
