FMC Update on NVOCC Negotiated Rate Arrangements Planned for Open Meeting

The Federal Maritime Commission (FMC) will receive a staff briefing and status report on a notice of inquiry (NOI) regarding Non-Vessel-Operating Common Carrier Negotiated Rate Arrangements and Tariff Filing Exemption, according to a notice scheduled to be run in the Federal Register April 13, 2012. The briefing is scheduled as part of the FMC's April 18, 2012 open meeting.

The FMC last year asked for comment on ways to make the tariff filing exemption provided to licensed non-vessel-operating common carriers who have agreed to Negotiated Rate Arrangements (NRAs) with their shippers more useful, including its possible extension to foreign-based non-vessel-operating common carriers not licensed by the Federal Maritime Commission. Comments on the NOI were due last month in docket 11-22. Also on the open meeting agenda are staff briefings on economic and trade conditions and on Administrative Conference of the United States, Recommendation No. 2011- 6 for International Regulatory Cooperation. During a closed meeting on the same date, the FMC will discuss a September 2, 2011 Commission Order Amending Special Reporting Requirements for the Transpacific Stabilization Agreement and the Westbound Transpacific Stabilization Agreement
