APHIS Updates PPQ Manuals for April 9

The Animal and Plant Health Inspection Service issued emails April 9, 2012, announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Fruits and Vegetables Manual and FAVIR: The Fruits and Vegetables manual (here) and FAVIR database (here) have been revised to:

  • notify users that programs for the importation of papaya from five Central American countries are not operational. Papaya from these countries are prohibited entry into the U.S. until the USDA approves a program that meets the requirements in 7 CFR 319.56-25. Import permits for papaya from these countries will no longer be issued and existing import permits are not valid (except from the Department of Peten in Guatemala). The five countries that cannot export papaya to the U.S. are Costa Rica, El Salvador, Guatemala (excluding the Department of Peten), Honduras, and Nicaragua
  • remove a papaya orchard, San Fernando in the municipality of Tapachula, from the list of approved orchards for papaya from Chiapas, Mexico

Manual for Agricultural Clearance: The online version of the Manual for Agricultural Clearance was revised to update the following: (1) contact information for Mountain Home AFB in Table I-1-1 (found in Appendix I: Lists of Military Bases and Approved Garbage Facilities: Page I-1-15); (2) phone numbers for IES headquarters and regional staff in Appendix L (found in Appendix L: Investigative and Enforcement Services: Pages L-1-2 through L-1-6); and (3) phone number for QPAS in Appendix P (found in Appendix P: APHIS Prepared Letters of Instruction for Mail-in Payment of Civil Penalty: Page P-1-2).
