More CBP Info on Ocean Carrier DIS "Export Manifest" Pilot
U.S. Customs and Border Protection has issued updated information on its pilot test of electronic export ocean manifests (CBP Form 1302A) using the CBP Document Image System (DIS). This additional information notes that the initial phase of the pilot is anticipated to start on March 28 (not March 26) and will run for 30-90 days, after which CBP will determine if it should be expanded to other ports. CBP has also listed contact information for those that are interested in participating in this voluntary pilot, one more port (Newport News) for the Atlanta Field Office, and noted that the AESTIR has been updated for the pilot.

(Pilot participants will not be required to present a paper copy of their CBP Form 1302A and/or their paper Bill of Ladings (BOLs) to these ports during the pilot. Instead, pilot participants will submit via an email to CBP, a readable PDF copy of the paper export manifest as presented currently.)
Updated List of Ports
The updated list of ports for the Atlanta Field Office include Norfolk (1401), Wilmington (1501), Newport News (1402), Beaufort-Morehead City (1511), Georgetown (1602), Charleston (1601), Savannah (1703) and Brunswick (1701).
Initial Phase Expected to Begin March 28, Last 30-90 Days
It is anticipated that the start date of the pilot in the Atlanta Field Office will be March 28, 2012 and will run for 30 to 90 days. At the end of the pilot period, CBP will determine whether to expand the pilot to the additional CBP Ocean Ports.
AESTIR Updated for Pilot
CBP states it has updated the AES Trade Interface Requirements (see 19 CFR 4.76(b) here), to reflect the updated operational standards and procedures for the electronic submission of outbound vessel manifest information, accordingly.
Pilot Is Interim Step to Full Development of Electronic Export Manifest
This pilot is an interim step to the full development of an electronic export manifest that will replace the current paper process. This process should help to alleviate some of the cost (printing, mailing, couriering, etc.) associated with the presentation of the paper export manifest to CBP for the trade.
