CBP Announces Mandatory Programming Changes for ABI In-Bond Transactions

U.S. Customs and Border Protection is announcing that in approximately 6 months certain ABI applications will be transitioned to ACE as part of the ACE M1 Ocean and Rail Deployment. When this transition takes place, filers will no longer be able to transmit or receive data for the following ABI capabilities using ACS: (1) In-Bond transactions for ocean, rail, and truck using ABI Application Identifiers QP/WP, (2) Status Notifications using ABI Application Identifier NS, and (3) Broker Download information using ABI Application Identifier BD.

CBP Issues Spreadsheet Detailing over 90 Required Changes

CBP has issued a spreadsheet detailing the Record and Field Position of each of the more than 90 changes required to be compatible with the ACE programs. The spreadsheet has sections on

  • In-bond QP
  • In-bond Arrival/Export/Transfer of Liability (WP)
  • Status Notifications (NS) of QP/WP
  • Broker Download (BD)
  • Status Notifications (NS) for BD

Changes Must Be Made Before Decommissioning of Functionalities in ACS

CBP states that in the near future, a Federal Register notice will be published announcing a six month time frame for the decommissioning of ACS Ocean/Rail Manifest and related functionality, which will commence from the date of the Notice publication. Note that the above-listed ABI Applications are included in the functionality that will be decommissioned in ACS. Therefore, all software changes to these ABI applications must be made before the time frame specified in the upcoming Federal Register Notice.
