CBP Posts CATAIR Changes Related to Korea FTA

U.S. Customs and Border Protection has posted changes to the Customs and Trade Automated Interface Requirements (CATAIR) since January 2012, which include the following changes related to the U.S.-Korea Free Trade Agreement (KORUS or KFTA):

Extract Reference File - Contains record formats that allow Automated Commercial System (ACS) users to query antidumping/countervailing duty data, codes, gold prices, currency, team assignments, and tariff data required on certain ACS records. (here)

  • Record Identifier F102 (Output) -- Added new code “8 -- South Korea Free Trade Agreement” to data element Special Programs Indicator (SPI) Code description.
  • Record Identifier F202 (Output) - Added new code “8 -- South Korea Free Trade Agreement” to data element Special Programs Indicator (SPI) Code description.

Harmonized Tariff Schedule - Provides record formats that update the HTS database and allow users to query the HTS database and extract reference files. (here)

  • Record Identifier V3 -- Add code “KR - South Korea Free Trade Agreement (Refer to CSMS 12-000059)” to Note 2.

Appendix B - Listing of valid ACS codes (here)

  • Added new code “KR - South Korea Free Trade Agreement (Refer to CSMS 12-000059)” under Country Special Programs Indicator Codes.

(CBP sources have stated that the HS Update for the 15,000 tariff record changes for KORUS is not yet complete. Additionally, CBP has not completed its programming to allow entry summary claims for KORUS duty benefits to be filed in the ACS Automated Broker Interface (ABI), however, certain alternatives exist.
