CBP Updates ACE Rail Manifest Guides for IIT Residue Reporting

U.S. Customs and Border Protection has announced that the ACE Rail Manifest Implementation Guidelines have been updated to include the changes needed for Instruments of International Traffic (IIT) residue reporting.

(CBP is getting ready to enforce a new requirement that residual chemicals, cargo, goods, etc. in containers considered to be IIT (e.g. reusable containers) be manifested, classified, and entered. CBP has issued a FAQ that details the specifics on what carriers and importers of record will be responsible for, and the procedures for manifesting and entering IIT with residual cargo, among other changes. CBP has stated that the enforcement date is expected to be set when “all Rail Carriers are on M1." See ITT's Online Archives 12022160 for summary of revised FAQ on this change.)

Changes to the Implementation Guidelines (IG) for residue in IIT include:

Estimated weight of residue. Weight: add following to gray note: If the Bill Type in M1109 is ‘23’ this will be the estimated residue weight. (M1105, page 17)

Bill type code 23: Section 321 release for residue cargo. Bill of Lading Type Code: add the following to bill type codes: 23 Section 321 Release for Residue Cargo (M1109, page 18)

City or country. Place of Receipt by Pre-Carrier: add the following to the gray note: If the Bill Type in M1109 is ‘23’ this will be origin city or country of the shipment (M1110, page 18)

BOL for residue cargo. Reference Identification Qualifier: add following to the gray note: The ‘ZF’ qualifier in the N901 is used to report the bill of lading number for residue cargo claiming release under Section 321 of the Tariff (N901, page 20)

Rail BOL for residue cargo claiming Section 321 release. Reference Identification Code Qualifier: add following to list of codes: ZF Rail Bill of Lading number for residue cargo claiming release under Section 321 (N901, page 20)

Residue less than 7%. Reference Identification: add following to the gray note: When N901 is ‘ZF’ cargo is residue less than 7% (N902, page 20)

Code 23. M12 Headnote: add following to ‘note’: This segment will not be used if M1109 is code ‘23’ (Page 30)

Code 23. Load/Empty Status Code: add following as gray note to code ‘L’ ‘Loaded’: IF M1109 is code ‘23’ this element and code are required (VID10, page 35)

Reject if value above $200. Customs Shipment Value: add following to gray note: Required if M1109 is ‘23’. If value is greater than $200 a reject will occur (N1006, page 37)

Code 23. Manifest Unit Code: add following to gray note: If M1109 is ‘23’ this code is ‘CLD’ (N1010, page 37)

Code 23. VC Motor Vehicle Control Headnotes: add following to ‘notes’: If M1109 is code ‘23’ this segment will not be used (page 39)

Hazmat residue. H1 Hazardous Material Headnotes: add the following to notes: If M1109 is code ‘23’ and the residue is hazardous material this segment is required (page 40)
