Feb 2012 TAO Update Says ABI Filers that Get 2nd Party Notifications Impacted by M1

U.S. Customs and Border Protection has issued its February 2012 Trade Account Owner (TAO) Update, which features information on e-Manifest: Rail and Sea (M1) and other ACE-related topics. CBP encourages carriers to become certified in M1 as CBP soon expects to publish a Federal Register notice in March 2012 to make ACE the only CBP-approved EDI for rail and sea manifest transmissions, etc.

CBP Plans to Make ACE the only EDI for Rail & Sea Manifest Transmissions

CBP states if users are not yet filing data via ACE e-Manifest: Rail and Sea (M1), nor testing to become certified, they should take action now. Upon the acceptance of ACE as the replacement system for rail and sea manifests, CBP plans to announce in a Federal Register Notice targeted for March 2012 that ACE will be the only CBP-approved electronic data interchange (EDI) through which rail and sea manifests may be transmitted. The notice will also announce a six-month timeframe from the date of the Federal Register Notice's publication for the transition to ACE and the decommissioning of AMS for rail and sea manifests.

Those That Receive Secondary Party Notifications also Need to Use M1

CBP encourages additional EDI filers to participate in trade testing once they have completed programming per the e-Manifest Implementation Guides which can be found here. CBP states this deployment impacts not only rail and sea carriers but also terminal operators, ABI filers, port authorities and other entities who receive secondary party notifications. These trade entities may also need to test with CBP prior to their transition to ACE.
