Miami CBP Announces New Pest Identification Disposition Report

U.S. Customs and Border Protection for the Miami International Airport has issued an Information Bulletin informing the trade of a new Pest Identification and Disposition Report, a local report that will provide the final disposition of quarantine cargo. This report will notify the trade community of the quarantine status of the plant pest (actionable or non-actionable), the final disposition of held cargo, and if the Emergency Action Notification (EAN)/Chain of Custody forms were issued and sent to the carrier. The report will only show final disposition - interceptions pending final determination will not be included in the report. The Bulletin states:

  • For non-actionable pests, the quarantine status will be "No Action-Released". Cargo with this status can be released without further notification from CBP.
  • For actionable plant pests, the quarantine status will be "Action/Issued". The 523& 523A column will indicate if the EAN/Chain of Custody forms were issued and sent to the carrier.
  • When pest interceptions are sent to Washington for identification, and CBP is notified by USDA that the cargo can be fumigated in lieu of pest identification, the report will show the remark: "Pending final identification, may fumigate in lieu of pest Id." If the report states this, you need to request CBP to issue the EAN.
