APHIS Updates Plant Protection and Quarantine (PPQ) Manuals
The Animal and Plant Health Inspection Service has updated the following PPQ electronic manuals through January 18, 2012 (since the last update dated January 9, 2012):

- Animal Product Manual. The following changes have been made to reflect up-to-date information and corrections: (1) Pages 3-8-2 through 3-8-10 change: phone number for the Centers for Disease Control and Prevention (CDC) has been updated (2) Table 3-17-5 Trophy Hides or Skins of Ruminants from Mexico that Are Not Fully Taxidermy Finished change: page 2 of 3: instructions in sixth column (Then:), first cell have been changed; page 3 of 3: instructions in sixth column (Then:), last cell have been changed (3) FORMER Table 3-17-6 Options for Importers of Fresh Trophy Hides or Skins of Ruminants from Mexico that are not fully Taxidermy Finished, but Are Infested with Ticks change: table and accompanying text have been deleted* (4) Page 3-18-3 (under heading) Feed for Livestock, Poultry and Agriculture change: replaced “dicalcium phosphate” with “calcium phosphate derivatives (i.e., any derivative; e.g., dicalcium phosphate, tricalcium phosphate, etc.)” (5) Page 3-18-4 (text within) Important Note change: replaced “dicalcium phosphate” with “calcium phosphate derivatives (i.e., any derivative; e.g., dicalcium phosphate, tricalcium phosphate, etc.)” (6) Table 3-18-6 Feed Additives and Feed Supplements change: replaced “dicalcium phosphate” with “calcium phosphate derivatives (i.e., any derivative; e.g., dicalcium phosphate, tricalcium phosphate, etc.)” in second column (A product is:), sixth cell (7) Table A-1-12 Pet Food/Chews/Treats and Livestock Feed in Passenger Baggage or Mail change: table was inadvertently deleted from the last update and is now replaced (without alteration) (8) Page E-1-31 Michigan change: three items have been added to Nancarrow Taxidermy Studios’ third column (Purpose or Product:) (9) Page E-1-52 South Carolina change: 301 Processing and Taxidermy has been added to the listing. - Seeds Not for Planting Manual. The online version of the Seeds Not for Planting Manual has been updated to add chickpeas, safflower seeds, and soybeans to prevent the entry of Khapra beetle (Trogoderma granarium) (per Federal Order effective January 17, 2012); to add the list of APHIS approved facilities to treat Niger seed; and to change a common name. Changes have been made as follows: (1) Page 3-8: Added chickpeas (Cicer spp.) and Table 3-5 (2) Page 3-13, Table 3-11: Deleted Jacob’s Tears and added Job’s Tears (3) Page 3-37, Table 3-32: Deleted footnotes; added cross-reference (4) Page 3-38, Table 3-33: Deleted footnotes; added cross-reference (5) Page 3-39, Table 3-33 (con’t): Deleted footnotes; added cross-reference; added Table 3-34; changed a facility’s name (6) Page 3-48: Added safflower seeds (Carthamus tinctorius) and Table 3-44 (7) Page 3-54: Added soybeans (Glycine max) and Table 3-49. - Miscellaneous and Processed Products Import Manual. The online version of the Miscellaneous and Processed Products Import Manual has been revised to do the following in Table 3-104: Insects (including bees), earthworms, pathogens, snails, and similar LIVE organisms change: added NEW fourth and fifth cells in third (And:) and fifth (Then:) columns to clarify instructions for dealing with bees. The Manual has also been revised to do the following in Table 3-143: Rice articles from OTHER THAN Guam or the Commonwealth of the Northern Mariana Islands change: footnote #3 has been added.
