Details of CBP's Webinar on ACE AM-100 Report on Courtesy Notices of Liq

On October 12, 2011, U.S. Customs and Border Protection held a webinar on the ACE Courtesy Notice of Liquidation Report, AM-100. While much of this information has been provided in previous CBP notices, the webinar provided new details on the availability of the AM-100 for ACE and ACS-filed entry summaries. New details were also provided on the availability of the bill of lading number for the AM-100 and other account management reports.

(On September 17, 2011, CBP discontinued printing and mailing paper courtesy notices of liquidation to importers of record whose entry summaries are filed via the Automated Broker Interface (ABI). Importers of record whose entry summaries are not filed through ABI continue to receive paper courtesy notices of liquidation on CBP Form 4333-A. Highlights of the Webinar

The following are highlights of the webinar:

Report is only for importers. The AM-100 report is currently only available to importers. Brokers who also act as importers of record will not see the AM-100 report under the broker view in their ACE account, they must use the importer view. Brokers that would like to have access and run liquidation reports for an importer through their ACE account can use "cross account access," which CBP also sets up to help train users with questions.

Importers need ACE Portal account. Importers that receive liquidation notices from CBP by mail and don't have access to the ACE portal will need to obtain an ACE Portal account. CBP advised that now would be a good time for such importers to apply for the account. It takes about two days after the submission of a complete application for the importer to be able to access their account via the ACE Portal.

BOL number not available for account management reports. The bill of lading number may be added to entry summary reports, but CBP does not have the bill of lading number available for account management reports at this time. For ACE-filed entry summaries, users will be able add the bill of lading number to entry summary reports, but not for entry summaries filed in ACS. CBP officials stated this is a good reason for the trade to file their entries through ACE.

Reports available for ACE & ACS-filed summaries. The AM-100 reports are not only for importers that file entries via ACE. Importers are also able to receive information for their ACE-filed summaries as well as their ACS-filed summaries. However, if an importer wants a bill of lading number, their entry summaries need to be filed in ACE.

Report displays current 2-week liq cycle. The AM-100 report now replaces the mailing of the courtesy notices of liquidation to importers for entry summaries filed electronically. The AM-100 report will return results for the next two weeks liquidation cycle and will display the active or current liquidation information for the entry summary. Liquidation updates will occur nightly. The standard report will only display changes in the next two week cycle.

Report has data for last 5 yrs. Data available for the AM-100 report goes back five years.

Report is not official notice of liq. CBP has included a disclaimer in ACE stating that the AM-100 report does not include entry types 11 (Informal) and 12 (Quota). It also states that the AM-100 courtesy notice is not the official notice of liquidation -- it has no legal effect and does not trigger the protest filing period.

Extensions & suspensions will still be mailed. Extensions and suspensions will continue to be printed and mailed to the appropriate parties.
