CPSC Approves 4 Major Testing, Certification & Labeling Rules

On October 19, 2011, the Consumer Product Safety Commission voted to issue four significant and related notices on testing, certification, and labeling of consumer products. According to CPSC sources, there were amendments throughout the voting process, but the finalized versions retained the general concepts of the draft versions.

The following notices will soon be published in the Federal Register:

  • Final rule on children’s product periodic (additional) testing, labeling for all consumer products, etc.. - passed by a vote of 3-2. (See ITT’s Online Archives 11092610 for summary of the draft version.)
  • Final rule on certain component part testing, etc. -- passed by a vote of 3-2. (See ITT’s Online Archives 11092718 for summary of the draft version.)
  • Notice seeking comments on ways to reduce the cost of CPSIA third-party testing (a notice required by H.R. 2715 which became Public Law 112-28 in August) -- passed by a vote of 5-0. (See ITT’s Online Archives 11092920 for summary of the draft version.)
