Brazil and Japan Hot-Rolled Steel: AD/CV Orders to be Revoked
The International Trade Commission has issued a press release stating that it has determined to revoke the antidumping duty orders on hot-rolled flat-rolled carbon-quality steel products (hot-rolled steel) from Brazil and Japan, and the countervailing duty order on hot-rolled steel from Brazil (ITA Case Nos. A-351-828, A-588-846, and C-351-829). The ITC determined that revoking the existing AD and CV orders would not be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

(The ITC also made an affirmative determination regarding the suspended AD duty investigation on imports of hot-rolled steel from Russia; therefore, this investigation will remain suspended.
This action comes under the five-year (sunset) review process required by the Uruguay Round Agreements Act (URAA), which according to 19 CFR 351.218(a), requires the International Trade Administration to revoke an AD or CV duty order, or terminate a suspension agreement, after five years unless it is found that revocation would be likely to lead to both (1) a continuation or recurrence of dumping or a countervailable subsidy by the ITA and (2) material injury to a U.S. industry within a reasonably foreseeable time by the ITC.)
