a preliminary injunction this week, ruling that department documents had “failed to comply” with the Federal Acquisition Regulation. The two documents came from the agency’s chief information officer, circumventing line authority to the secretary or the secretary’s deputy and reversed the roles of the CIO and the assistant secretary of policy, management and budget, the ruling said. Neither document “is accompanied by a proper justification or appropriate approvals.” The Interior Department’s intent to award a contract to Microsoft also violates the Competition in Contracting Act, the court said. Without a preliminary injunction, the award will “achieve organizational lock-in for Microsoft and cost Google the opportunity to compete."
