Mexico Circular Welded Pipe: Final Results of AD Changed Circumstances Review
The International Trade Administration has issued the final results of an antidumping duty changed circumstances review of certain circular welded non-alloy steel pipe from Mexico (A-201-805).

The ITA initiated this review to determine whether Lamina y Placa Comercial, S.A. de C.V. is the successor-in-interest to Tuberia Nacional, S.A. de C.V. (TUNA) for purposes of determining AD duty liability.
Lamina y Placa is Successor, Receives TUNA's AD Rate
Based on the information provided by Lamina y Placa, the ITA’s analysis in the preliminary results, and in light of the fact that interested parties did not submit any comments, the ITA has determined that Lamina y Placa is the successor-in-interest to TUNA for AD duty cash deposit purposes.
Therefore, the ITA will instruct U.S. Customs and Border Protection to suspend liquidation of all shipments of subject merchandise produced/exported by Lamina y Placa with a time of entry on or after December 30, 2010.
The ITA will also instruct CBP to collect an AD duty cash deposit of 2.92% (the current estimated AD duty rate for TUNA) on shipments of subject merchandise produced and exported by Lamina y Placa with a time of entry on or after December 30, 2010.
