Taiwan Circular Pipes and Tubes: Final Results of AD Duty Admin Review

The International Trade Administration has issued the final results of its antidumping duty administrative review of circular welded carbon steel pipes and tubes from Taiwan for the period of May 1, 2008, to April 30, 2009 (A-583-008).

(a) If the exporter is not a firm covered in this review, but was covered in a previous review or the original AD investigation, the estimated AD duty cash deposit rate will continue to be the company-specific rate published for the most recent period;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation, but the manufacturer is, the estimated AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) The estimated AD duty cash deposit rate for all other manufacturers or exporters will continue to be 9.70%, the all-others rate established in the AD investigation.

Assessment Instructions

The ITA will issue assessment instructions to U.S. Customs and Border Protection within 15 days after October 8, 2010. The ITA has calculated importer- specific (or customer-specific) per-unit duty assessment rates for the subject merchandise.

The ITA adds that for entries of subject merchandise during the review period produced by the company included in the final results where the reviewed companies did not know the merchandise it sold to the intermediary (e.g., a reseller, trading company, or exporter) was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the all-others rate if there was no rate calculated in this review for the intermediary involved in the transaction.
