2010/2011 Cotton TRQ Opened September 20

CBP has posted a memorandum announcing the September 20, 2010 opening of the tariff rate quota for certain cotton provided for in HTS Chapter 52, Additional U.S. Note 5 for the period September 20, 2010 through September 19, 2011.

Quota class merchandise imported from countries with minimum access levels will be charged against the minimum access level granted for that country. Once the minimum access is reached, subsequent imports will be charged against the "Any Country/Area" level.

CBP's notice lists the related HTS Chapters 52 and 99 tariff numbers.

Other than the above-listed countries with minimum access levels, articles the product of countries or areas who are not members of the World Trade Organization shall not be permitted or included in the TRQ. Entries from Canada, Jordan, Mexico, Singapore, Chile, Australia, Morocco, El Salvador, Honduras, Nicaragua, Guatemala, Bahrain, Dominican Republic, Costa Rica, Peru, and Oman are not subject to additional agricultural safeguard duties under HTS heading 9904, and should be presented as a type 02 entry using the high rate (over-quota) tariff number provided for in HTS Chapter 52 without the HTS Chapter 99 tariff number. Such entries must be reported through the quota module of ACS.
