House Bill Would Require Regulations on Airport Screening of Goods, Etc.

On July 30, 2010, Representative Lowey (D) introduced the Guaranteeing Airport Physical Screening Standards Act (H.R. 6047), a bill to improve airport screening and security.

It has been referred to the House Committee on Homeland Security’s Subcommittee on Transportation Security and Infrastructure Protection.

Would Require Regulations, Directives on Airport Screening of Goods, Etc. Before Entering Secure Areas

Not later than one year after enactment, the bill would require the Transportation Security Administration to issue regulations, directives, or other appropriate measures to implement the requirements of 49 USC 44903(h)(4) on certain airport perimeter screening.

Specifically, TSA would have to issue regulations, directives, etc. to screen or inspect all goods, property, individuals, vehicles, and other equipment before entry into a secured area of a U.S. airport. TSA would also have to develop requirements for this screening that would assure at least the same level of protection as screening passengers and their baggage.

(TSA would also have to set a schedule for requiring airports to update their airport security plans to comply with these requirements, allow for the hiring of additional screeners, and provide necessary appropriations to carry out the bill’s requirements.)
