India Carbazole Violet Pigment 23: Preliminary Results of AD Changed Circumstances Review
The International Trade Administration has issued the preliminary results of an antidumping duty changed circumstances review of carbazole violet pigment 23 from India.

The ITA initiated this review to determine whether Meghmani Pigments is the successor-in-interest to Alpanil Industries for determining AD duty liability.
ITA Preliminarily Determines Meghmani is Successor, Adverse Rate
Because Meghmani did not respond to the ITA’s questionnaire, it has preliminarily determined that the use of adverse facts available is appropriate to find that Meghmani is the successor-in-interest to Alpanil, which has a current AD duty rate of 58.90%.
The ITA states that if it were to find that Meghmani is not the successor-in-interest to Alpanil, that would ensure that Meghmani would “obtain a more favorable result by failing to cooperate,” because the current all-others rate of 27.48% would apply to Meghmani, which is significantly lower than Alpanil's rate of 58.90%.
The ITA notes that during the course of this changed circumstances review, it will not change any cash deposit requirements on entries of subject merchandise unless a change is determined to be warranted pursuant to the final results.
