Russia Solid Urea: Final Results of AD Duty Administrative Review

The International Trade Administration has issued the final results of its antidumping duty administrative review of solid urea from Russia for the period of July 1, 2008 through June 30, 2009.

(a) For previously reviewed or investigated companies not listed above, the AD duty cash deposit rate will continue to be the company-specific rate published for the most recent period;

(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and

(c) The AD duty cash deposit rate for all other manufacturers or exporters will continue to be 64.93%, the all-others rate established in the AD investigation.

Assessment Instructions

The ITA will issue assessment instructions to U.S. Customs and Border Protection within 15 days after August 20, 2010. The ITA intends to instruct CBP to assess all AD duties due for this review period on the single unliquidated entry.

The ITA adds that for entries of subject merchandise during the review period produced by EuroChem, which it did not know were destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the all-others rate if there is no rate for the intermediary(ies) involved in the transaction.
