China Woven Electric Blankets: AD Duty Order Issued

The International Trade Administration has issued an antidumping duty order on certain woven electric blankets from China.

Combination Rates

The ITA has calculated combination rates for respondents that are eligible for a separate rate in this AD investigation. (See ITT's Online Archives or 04/11/05 news, 05041110, for BP summary of 2005 policy bulletin outlining this change in practice with regard to AD combination rates for non-market economies (NMEs).)

Gap Period of No AD Liability for August 2-19

For this investigation, the six month period for which the AD suspension of liquidation may remain in effect before the order is issued began on February 3, 2010 (the publication date of the preliminary determination) and ended on August 1, 2010.

As the International Trade Commission’s final affirmative injury determinationwill be published on August 20, 2010, the ITA will instruct U.S. Customs and Border Protection to terminate the AD suspension of liquidation and to release all bonds and refund all AD duty cash deposits on unliquidated entries of woven electric blankets from China with a time of entry on or after August 2 through August 19, 2010(gap period).

(For entries with a time of entry on or after February 3, 2010 through August 1, 2010, suspension of liquidation and AD duty liability remains in effect.)

Suspension of Liquidation to be Reinstated August 20

Suspension of liquidation will therefore bereinstated for all entries of subject merchandise from China with a time of entry on or after August 20, 2010.

AD Cash Deposit Requirements

The ITA will also instruct CBP to require, at the same time as importers would normally deposit estimated duties on this merchandise, AD cash deposits on entries of subject merchandise from China with a time of entry on or after August 20, 2010 (which are unchanged from the amended final determination):
