China Drill Pipe: Prelim Determination of CV Critical Circumstances

The International Trade Administration has made a preliminary affirmative determination of critical circumstances in the countervailing duty investigation of drill pipe from China.

The ITA is issuing this determination pursuant to the petitioners’ CV critical circumstances allegation regarding DP Master Manufacturing Co., Ltd.; Jiangyin Sanliang Petroleum Machinery Co., Ltd.; Jiangyin Liangda Drill Pipe Co., Ltd.; Jiangyin Sanliang Steel Pipe Trading Co., Ltd.; and Jiangyin Chuangxin Oil Pipe Fittings Co., Ltd. (collectively, the DP Master Group), the only respondent in the CV duty investigation.

CV Suspension of Liquidation Now Begins March 13

The ITA preliminarily determines that critical circumstances exist for imports of drill pipe from the DP Master Group, as well for imports of drill pipe from all other exporters from the China.

Therefore, the ITA is directing U.S. Customs and Border Protection to suspend liquidation for CV duty purposes of any unliquidated entries of drill pipe from China with a time of entry on or after March 13, 2010, which is 90 days prior to the publication date of the preliminary determination.

(Suspension of liquidation previously began on June 11, 2010 pursuant to the original preliminary CV duty determination.)
