China Paint Brushes and Brush Heads: Revocation of AD Duty Order

The International Trade Administration is revoking the antidumping duty order on natural bristle paint brushes and brush heads from China pursuant to the final results of changed circumstances review.

This review was initiated to determine whether revocation of the order is warranted based on a letter from the Paint Applicators Trade Action Coalition, an ad hoc coalition of producers, and the Paint Applicator Division of the American Brush Manufacturers Association, a trade association (collectively, the Paint Applicators), expressing a lack of interest in AD duty relief from imports of the subject merchandise.

ITA Finds No Domestic Interest in Continuing Order

Based on the expression of no interest and claims of accounting for substantially all of the domestic production of the domestic like product by the Paint Applicators, and absent any objection by any other domestic interested parties or any evidence to the contrary, the ITA continues to find that substantially all of the domestic producers of the domestic like product have no interest in the continued application of the subject AD duty order.

Suspension of Liquidation Terminated, AD Cash Deposits to be Refunded

The ITA will instruct U.S. Customs and Border Protection to terminate the suspension of liquidation of all unliquidated entries of natural bristle paint brushes and brush heads from China with a time of entry on or after July 30, 2010, the publication date of the final results.

The ITA will further instruct CBP to refund with interest any estimated AD duties collected with respect to unliquidated entries of natural bristle paint brushes and brush heads from China with a time of entry on or after July 30, 2010.
