CBP Announces New Routing Number for Pay.gov

CBP has issued a CSMS message announcing that Pay.gov's Automated Clearinghouse settlement provider will be implementing a new payment processing system on June 30, 2010.

According to CBP sources, a new routing number for Pay.gov transactions will be required on that date.

(CBP ACH is an electronic payment option that allows participants to pay customs fees, duties, and taxes electronically, as well as receive refunds of customs duties, taxes and fees electronically.)

Change May Affect Those Utilizing Debit Block Services

This change may affect those utilizing debit block services from their financial institution. All debit payers will need to notify their financial institution to have them unblock the new routing number, 041036046, so that their transactions can be processed when the new routing number takes effect on June 30. CBP sources note that the current Pay.gov routing number, 042736141, should remain unblocked by financial institutions until the changeover has been complete.

CBP notes that debit blocks can be removed by either unblocking Originating Depository Financial Institution (ODFI) routing numbers or by unblocking the ten-digit Company ID numbers, which Pay.gov calls the ALC+2.

Those that Unblock Accounts Using Only Company ID Not Affected

Agencies and customers that unblock their accounts using only the Company ID will not be affected by this change as these ID numbers will not be changing.

Accounts Should be Monitored to Ensure Payments are Debited

Customers should monitor their accounts to ensure that their payments are being debited from the account. Any ACH debit rejections caused by ACH debit payers who fail to notify their respective banks of this change will be subject to all penalties currently imposed by law.

Change Will Not Affect Those That Only Process Credit Card Transactions

This change will not affect agencies and customers that process only credit card transactions.
