CBP to Improve Filer Ability to Determine Proper BOL Type for ISFs

U.S. Customs and Border Protection has issued a CSMS message stating that in order to improve the ability of ABI filers to determine the proper bill of lading type for Importer Security Filings (ISFs), the Cargo/Manifest Status Query is being enhanced.

These changes to this chapter will occur approximately sixty days from the date of the message. The changes are as follows:

Record Identifier R1 (Input)

Record Identifier R1 (Input) is a mandatory cargo/manifest query results input record that requests processing results by entry number, in-bond, BOL or air waybill number. The R1 record may be repeated. R1 will be amended as follows:

  • Position 70 will include a Request for Related BOL Indicator. (See Cargo/Manifest Status Query chapter for the description and Note 3 for further explanation.)

Record Identifier R4 (Output)

Record Identifier R4 (Output) is a conditional cargo/manifest query results output record that provides data pertaining to the in bond number, master bill number, house bill number, sub-house bill number, manifest quantity, unit, issuer code of master bill number, and arrival and export dates of the in-bond. R4 will be amended as follows:

  • Position 72 will include a BOL Type, which will be described as a regular, master, or house BOL.
  • Position 73 will include the ISF Indicator, which provides a Y when the ISF is on file and an N when the ISF is not on file.
  • Position 74 will include the Mode of Transportation Code, which may be Ocean, Rail, or Truck.
