CBP Rescinds Out-of-Date Textile Declaration EIP/RLF Requirement

U.S. Customs and Border Protection has issued a CSMS message which announces that effective immediately, Electronic Invoice Program/Remote Location Filing (EIP/RLF) entry filers are no longer required to indicate in the electronic invoice transmission that a textile country of origin declaration is on file and readily available to CBP upon request.

A CBP interim rule eliminated the textile declaration requirement effective October 5, 2005. (See ITT’s Online Archives, 05102610, or 10/26/05 new for BP summary.)

(In February 2005, CBP had allowed the utilization of RLF/EIP for Entry Type 01 (quota- and visa-free) textile entries that required a textile declaration, if certain electronic filing requirements were met. The filer had to indicate in the electronic invoice transmission that a textile country of origin declaration was on file and readily available to CBP upon request, by transmitting the D15 code in position 4-6 of the C19 record. In position 7-41 of the C19 record, the filer was required to indicate ‘single’ or ‘multiple’ to indicate the type of textile country of origin declaration on file.
