AD: India Carbazole Violet Pigment 23
The International Trade Administration is initiating an antidumping duty changed circumstances review of carbazole violet pigment 23 from India with respect to a company name change.

(In December 2009, Alpanil Industries informed the ITA that it changed its name officially to Meghmani Pigments, and subsequently, Meghmani requested an administrative review of the order.)
ITA to Review Meghmani Name Change Under 2008-09 Administrative Review
In January 2010, the ITA published a notice of initiation of administrative review of the subject AD duty order. (See ITT's Online Archives or 01/29/10 news, 10012955, for BP summary.)
The ITA did not receive a request from Alpanil, Meghmani, or any other interested parties for a changed circumstances review with respect to the name change; however, it finds that the information Alpanil submitted in December 2009 shows changed circumstances sufficient to warrant initiation of a review.
The ITA states that because it is currently conducting an administrative review of the order covering the period December 1, 2008, through November 30, 2009, it will conduct the changed circumstances review in the context of this administrative review. It intends to issue the preliminary results of the changed circumstances review with the preliminary results of the 2008-09 administrative review, and the final results with the final results of the administrative review.
The ITA notes that during the course of this review, it will not change the cash deposit requirements for the subject merchandise. The cash deposit rate will be altered, if warranted, pursuant only to the final results of the changed circumstances and/or administrative review.
