CV: China Potassium Phosphate Salts
The International Trade Administration has issued a fact sheet announcing its affirmative preliminary determination in the countervailing duty investigation of certain potassium phosphate salts from China (C-570-963).

As a result of this preliminary determination, the ITA will instruct U.S. Customs and Border Protection to collect cash deposits or bonds based on the preliminary CV duty rates below.
Preliminary CV Rate of 109.11% Based on Adverse Facts Available
The ITA preliminarily found that Chinese producers/exporters have received net countervailable subsidies of 109.11%.
The preliminary CV duty rates for mandatory respondents Lianyungang Mupro Import Export Co, Ltd.; Mianyang Aostar Phosphate Chemicals Industry Co., Ltd.; and Shifang Anda Chemicals Co., Ltd. are based on adverse facts available.
All other Chinese exporters will also receive the preliminary all-others rate of 109.11%.
Final Determination Scheduled for May 2010
The ITA is currently scheduled to issue its final CV duty determination in May 2010.
