CV: China, Indonesia Coated Paper

The International Trade Administration has issued a fact sheet announcing its affirmative preliminary determinations in the countervailing duty investigations of certain coated paper suitable for high-quality print graphics using sheet-fed presses from China (C-570-959) and Indonesia (C-560-824).

As a result of these preliminary determinations, the ITA will instruct U.S. Customs and Border Protection to collect cash deposits or bonds based on the preliminary CV duty rates below.

Preliminary CV Rates Range from 3.92 to 12.83% for China

The ITA preliminarily found that Chinese producers/exporters have received net countervailable subsidies ranging from 3.92 to 12.83%.

Mandatory respondents Gold East Paper (Jiangsu) Co., Ltd.; Gold Huasheng Paper Co., Ltd.; Gold East Trading (Hong Kong) Company Ltd.; and Ningbo Zhonghua Paper Co., Ltd. and Ningbo Asia Pulp & Paper Co., Ltd. received a preliminary CV duty rate of 12.83%.

Mandatory respondents Shandong Sun Paper Industry Joint Stock Co., Ltd. and Yanzhou Tianzhang Paper Industry Co., Ltd., received a preliminary CV duty rate of 3.92%.

All other Chinese exporters will receive the preliminary all-others rate of 8.38%.

Preliminary CV Rate of 17.48% for Indonesia

The ITA preliminarily found that Indonesian producers/exporters have received net countervailable subsidies of 17.48%.

The sole mandatory respondent, the Asia Pulp and Paper/Sinar Mas Group of companies (which includes PT. Pabrik Kertas Tjiwi Kimia Tbk.; PT. Pindo Deli Pulp and Paper Mills; and PT. Indah Kiat Pulp & Paper, Tbk. (collectively, APP/SMG), received a preliminary CV duty rate of 17.48%.

All other Indonesian exporters will receive the preliminary all-others rate of 17.48%.

Final Determinations Scheduled for July 2010

The ITA is currently scheduled to issue its final CV duty determinations in July 2010.
