CV: China Certain Steel Standard, Line, and Pressure Pipe
The International Trade Administration has made a preliminary affirmative determination that countervailable subsidies are being provided to producers and exporters of certain seamless carbon and alloy steel standard, line, and pressure pipe (seamless pipe) from China.

CV Suspension of Liquidation - Hengyang, "All Others"
The ITA has preliminarily determined that critical circumstances exist for Hengyang and its affiliates, and for "all other" Chinese exporters of seamless pipe.
Therefore, the ITA is directing CBP to suspend liquidation on entries of seamless pipe by Hengyang and its affiliates and "all other" Chinese exporters with a time of entry on or after 90 days prior to March 1, 2010.
CV Suspension of Liquidation - Tianjin Pipe
The ITA is directing U.S. Customs and Border Protection to suspend liquidation for CV purposes of entries of seamless pipe by Tianjin and its affiliates with a time of entry on or after March 1, 2010.
CV Cash Deposit Requirement
The ITA is also directing CBP to require a cash deposit or bond for CV duty purposes for all entries of seamless pipe from China with a time of entry on or after March 1, 2010, at the following CV duty rates:
