AD: China Certain Ribbons with Woven Selvedge
The International Trade Administration has made a preliminary affirmative antidumping determination that narrow woven ribbons with woven selvedge from China are being, or are likely to be, sold in the U.S. at less than fair value.

Combination Rates
The ITA has calculated combination rates for respondents that are eligible for a separate rate in this investigation. (See ITT's Online Archives or 04/11/05 news, (Ref: 05041110), for BP summary of 2005 policy bulletin outlining this change in practice with regard to AD combination rates for non-market economies (NMEs).)
AD Suspension of Liquidation Instructions
The ITA will instruct U.S. Customs and Border Protection to suspend liquidation of all entries of narrow woven ribbons with woven selvedge from China (except Yama Ribbons) with a time of entry on or after February 18, 2010.
(The ITA will instruct CBP not to suspend liquidation for entries of subject ribbons from China exported and produced by Yama Ribbons, because it has calculated an AD duty rate of zero for this combination.)
AD Cash Deposit Requirements
The ITA will instruct CBP to require a cash deposit or the posting of a bond for entries of subject ribbons from China (except entries exported and produced by Yama Ribbons) for the following exporter/producer combinations with a time of entry on or after February 18, 2010, at the AD duty rates listed below.
(Note that the separate rate respondents (all except mandatory respondents Yama Ribbons and Ningbo Jintian) are listed in this AD preliminary determination as benefiting from an export subsidy in the companion preliminary countervailing duty determination. According to the ITA, the AD rates below for the affected companies reflect an adjustment for this subsidy.)

ITA Postpones Due Date for Final AD Determination
The ITA is also postponing the due date for the final AD duty determination until no later than 135 days after February 18, 2010. Suspension of liquidation will be extended accordingly.
Preliminary Change to Exclusion to the Scope of the Investigation
Pursuant to a request, the ITA has preliminarily implemented the following changes to one exclusion to the scope of investigation (added text underlined):
Excluded from the scope of the investigation are the following:
(11) narrow woven ribbon that is (a) affixed to non-subject merchandise as a working component of such non-subject merchandise, such as where narrow woven ribbon comprises an apparel trimming, book marker, bag cinch, or part of an identity card holder, or (b) affixed (including by tying) to non-subject merchandise as a working component that holds or packages such non-subject merchandise or attaches packaging or labeling to such non-subject merchandise, such as a belly band around a pair of pajamas, a pair of socks or a blanket.
