AD: Japan Stainless Steel Sheet and Strip in Coils
The International Trade Administration has issued the final results of its antidumping duty administrative review of stainless steel sheet and strip in coils from Japan for the period of July 1, 2007 through June 30, 2008.

(a) For previously reviewed or investigated companies not participating in this review, the AD duty cash deposit rate will continue to be the company-specific rate published for the most recent period;
(b) If the exporter is not a firm covered in this review, a prior review, or the original AD investigation, but the manufacturer is, the AD duty cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and
(c) The AD duty cash deposit rate for all other manufacturers or exporters will be 40.18%, the all-others rate established in the AD investigation.
1The ITA has determined an AD duty rate of zero for Hitachi, therefore, no cash deposit is required; however, it remains subject to the order.
Assessment Instructions for the Review Period (07/01/07 - 06/30/08)
The ITA intends to issue assessment instructions to U.S. Customs and Border Protection 15 days after February 10, 2010. The ITA has calculated importer-specific ad valorem or importer-specific per-unit duty assessment rates for subject merchandise.
The ITA will instruct CBP to liquidate without regard to AD duties any entries for which the assessment rate is zero or de minimis.
The ITA adds that for entries of subject merchandise during the review period produced by companies included in these final results of review for which the reviewed companies did not know that the merchandise they sold to the intermediary (e.g., a reseller, trading company, or exporter) was destined for the U.S., the ITA will instruct CBP to liquidate unreviewed entries at the all-others rate established in the AD investigation if there is no rate for the intermediary involved in the transaction.
