CV: China Certain Oil Country Tubular Goods

The International Trade Administration is issuing a countervailing duty order and amending its final CV duty determination for certain oil country tubular goods (OCTG) from China.

The ITA is amending its final determination to correct ministerial errors in the calculation of the subsidy rates for Wuxi Seamless Oil Pipe Co., Ltd. (WSP); Jiangsu Changbao Steel Tube Co., Ltd.; and Tianjin Pipe (Group) Co. (TPCO).

CV Liquidation and Refund Instructions

Because the International Trade Commission's final injury determination is based on the threat of material injury, the ITA will direct U.S. Customs and Border Protection to terminate the CV suspension of liquidation for entries of OCTG from China with time of entry prior to January 13, 2010, and refund any cash deposits made and release any bonds posted from September 15, 2009 through January 12, 2010.

(The ITA instructed CBP to discontinue the suspension of liquidation on January 13, 2010; therefore, liquidation was already reinstated for CV duty purposes for entries of OCTG from China made on or after January 13, 2010, and prior to the date of publication of the ITC's final determination.)

CV Suspension of Liquidation Reinstated January 20th

The ITA will direct CBP to reinstate the CV suspension of liquidation on all unliquidated entries of OCTG from China with a time of entry on or after January 20, 2010 (the publication date of the ITC's final injury determination).

CV Cash Deposit Requirements

The ITA will also instruct CBP to require, at the same time as importers would normally deposit estimated duties, CV duty cash deposits at the amended rates specified below for entries of subject merchandise with a time of entry on or after January 20, 2010:
