CBP Announces Adjusted AD Rates for China Oil Country Tubular Goods

U.S. Customs and Border Protection has issued an ADD/CVD message which contains adjusted antidumping duty rates for the mandatory respondent and the majority of the separate rate respondents under the International Trade Administration's amended preliminary affirmative AD duty determination on oil country tubular goods from China (A-570-943).

(In its original preliminary AD duty determination, the ITA determined that subject merchandise exported by Tianjin Pipe International Economic and Trading Corporation (TPCO) benefitted from an export subsidy, and its AD duty rate, as well as the rate for the majority of the separate rate respondents, were reduced for the export subsidy portion of the rate determined in the preliminary countervailing duty determination.

The ITA stated in its amended preliminary determination that, consistent with the original preliminary determination, it would adjust, as appropriate, the AD duty cash deposit rate for export subsidies for TPCO. The AD duty rates would also be adjusted for the separate rate respondents, except Wuxi Seamless and Zhejiang Jianli, because it was preliminarily determined that these companies did not benefit from any export subsidy.

The AD duty rates listed in the ITA's original notice of amended preliminary determination were pre-adjusted rates, as the adjusted rates were previously unavailable.)

AD Cash Deposit Requirements (Adjusted for Export Subsidies)

The ITA has directed CBP to require a cash deposit or bond for shipments of subject merchandise with a time of entry on or after December 30, 2009 for the following exporter/producer combinations, at the adjusted AD duty rates listed below.

(No AD cash deposit is required for entries exported by Jiangsu Changbao Steel Tube Co., Ltd., and produced by Jiangsu Changbao Steel Tube Co., Ltd. and Jiangsu Changbao Precision Steel Tube Co., Ltd., as this exporter/producer combination is preliminarily excluded from the determination.)
