3. Morehead City, NC Port Temporarily Closed Due to Explosive Material Spill

The North Carolina State Ports Authority announced that an early-morning hazardous material spill in Morehead City, North Carolina on January 12, 2010 was being contained, but officials had closed the port and parts of the downtown area after containers of highly-explosive materials were punctured. 4. ICE's BEST Security Program Reaches Beyond North and South Borders

The Bureau of Immigration and Customs Enforcement recently expanded the Border Enforcement Security Task Force (BEST) program and now has 17 BEST teams, including three teams at the U.S.-Canadian border and a team in Mexico. In addition, Argentinean customs officers are stationed at the Miami seaport BEST and Colombian National Police officers at the Miami and New York-New Jersey seaport. 7. Advisory Panel Recommends Features of California Cap and Trade Program

The Economic and Allocation Advisory Committee (EAAC) released their final report of recommendations to California officials on a range of economic issues related to the possible design of a cap-and-trade system to reduce greenhouse gas emissions. The report will help inform the development of a cap and-trade program by the California Air Resources Board pursuant to the Global Warming Solutions Act of 2006 (AB 32). The Commerce Department's Environmental Technologies Trade Advisory Committee (ETTAC) will hold its first plenary meeting of 2010 on January 28, 2010 to discuss environmental technologies trade liberalization, industry competitiveness issues, and general Committee administrative items. 9. DHS Requests Comments on Anti-Terrorism Standards for Above-Ground Gas Storage Tanks

The Department of Homeland Security invites public comment on issues related to certain regulatory provisions in the Chemical Facility Anti-Terrorism Standards (CFATS) that apply to facilities that store gasoline in above-ground storage tanks. 10. USDA Releases 2008 Annual Summary for Pesticide Data Program

The Department of Agriculture's Agricultural Marketing Service has released the Pesticide Data Program Annual Summary, Calendar Year 2008, which provides a comprehensive database available on actual levels of pesticide residues found in the U.S. food supply. 11. DDTC Announces Company Acquisition, Required Authorization Records

DDTC has announced that effective immediately, Contego AV Luxembourg S.a.r.l. acquired Allen- Vanguard Corporation of Canada, which has two subsidiaries affected by this acquisition: Allen-Vanguard Technologies, Inc. of Canada and Allen- Vanguard Limited of the UK. There are no name changes resulting from the acquisition nor any retransfer of defense articles and/or technical data. As such, DDTC has determined that all currently approved DDTC authorizations do not require an amendment to reflect this acquisition. However, any U.S applicant with a DDTC authorization identifying of the above-mentioned entities must maintain a copy of DDTC's notice with the authorization records. If Contego AV Luxembourg S.a.r.l. will require access to USML-controlled defense articles and/or technical data, separate authorization will be required in the form of a new DSP license or an amendment to an agreement.
