AD: China Prestressed Concrete Steel Wire Strand
U.S. Customs and Border Protection has issued an ADD/CVD message which contains adjusted antidumping duty rates for the mandatory and separate rate respondents under the International Trade Administration's preliminary affirmative AD duty determination on prestressed concrete steel wire strand from China (A-570-945).

(In its preliminary AD duty determination, the ITA determined that subject merchandise exported by mandatory respondent Xinhua Metal Products Co., Ltd. benefitted from an export subsidy, therefore, its AD duty rate should be adjusted for the export subsidy rate determined in the preliminary countervailing duty determination. The AD duty rate for Fasten Group Import & Export, the separate rate company, should also be adjusted for Xinhua Metal's CV duty rate.
Additionally, the ITA included voluntary respondent Wuxi Jinyang Metal Products Co. (WJMP) under the "all others" rate in the companion CV duty determination. Therefore, WJMP's AD duty rate should be adjusted for the export subsidy rate in the "all others" rate in the preliminary CV duty determination.
The AD duty rates listed in the ITA's original notice were pre-adjusted rates, as the adjusted rates were previously unavailable.)
AD Cash Deposit Requirements (Adjusted for Export Subsidies)
The ITA has directed CBP to require a cash deposit or bond, effective December 23, 2009, for entries of prestressed concrete steel wire strand from China for the following exporter/producer combinations, at the adjusted AD duty rates listed below.
