2. October 2009 Surface Trade with Canada and Mexico Fell 15.5% from Last Year

The DOT's Bureau of Transportation Statistics reports that the value of trade using surface transportation between the U.S. and its North American Free Trade Agreement (NAFTA) partners Canada and Mexico was 15.5% lower in October 2009 than in October 2008. However, when comparing month-to-month data, the value of U.S. surface transportation trade with Canada and Mexico rose 7.2% in October 2009 from September 2009. 3. FMCSA Issues Order to Arrow Trucking After it Suspends Operations

On December 24, 2009, the Federal Motor Carrier Safety Administration issued an Emergency Order to Arrow Trucking Company of Tulsa, Oklahoma following the motor carrier's suspension of operations. Citing the possible threat to public safety posed by the potential abandonment and improper parking of commercial vehicles, the FMCSA Emergency Order directed Arrow Trucking to take steps to ensure the safe transfer of its vehicles and cargo to secure areas. 4. Japan Fines/Imprisons Citizen for CITES-Related Import Violations

Japan's Ministry of Economy, Trade, and Industry announced that Yasushi Sorimachi of Apollo Ltd. was convicted of not obtaining the necessary import approval from METI to import species listed in Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). 5. State Dept Terminates Statutory Debarment for One Individual

The State Department is giving notice that it has terminated the ineligible status and statutory debarment of Earlene Christenson (a.k.a. Earlene Larson Christenson; Earlene Larson), pursuant to the Arms Export Control Act (22 U.S.C. 2778(g)(4)) and the International Traffic in Arms Regulations. As a result, Ms. Christenson may now participate directly or indirectly in exports of defense articles and defense services. 6. BIS Reaches Settlement Agreement with Hailin Lin for Export Violations

The Bureau of Industry and Security has published its settlement agreement with Hailin Lin, which resolves allegations that she committed 124 violations of U.S. Export Administration Regulations by failing to obtain the proper export licenses, and/or providing false descriptions, and/or withholding required information on the invoices provided to shippers, for certain electronic shipments to China. Lin was assessed a $1.364 million fine (which would be waived if no further violations occur in a one year period) and prohibited from engaging in certain export activities for a 15-year period. 7. DDTC Announces Company Name Change for DSP Applications

DDTC has announced that Stork Fokker AESP B.V. of the Netherlands changed its name to Fokker Aerostructures B.V. New DSP license applications received after March 1, 2010, identifying Stork Fokker AESP B.V. as a party to the license will be considered for return without action for correction to the new name, Fokker Aerostructures B.V. 8. USDA Announces Appointments to Dairy Advisory Committee

USDA Secretary Vilsack has announced the appointment of 17 members to a federal Dairy Industry Advisory Committee. The committee will offer suggestions on ways USDA can best address the needs of the struggling industry. Members include: producers and producer organizations, processors and processor organizations, handlers, etc. involved in organic and non-organic dairy at the local, regional, national, and international levels. 10. Canada Preliminary Affirmative AD Determination for Certain Thermal Insulation Board from U.S.

11. Canada Continues Certain AD/CV Duties on Fasteners from China & Chinese Taipei, Drops Others

The Canadian International Trade Tribunal has issued orders for CBSA to: (i) continue to impose antidumping and countervailing duties on certain carbon steel fasteners from China and Chinese Taipei; and (ii) to discontinue AD duties on certain stainless steel fasteners from Chinese Taipei. 12. EC Opens Antitrust Investigation on Pharmaceutical Company
