CPSC Issues Final Rule on Durable Infant/Toddler Product Registration
The Consumer Product Safety Commission has issued a final rule, effective June 28, 2010, which establishes domestic manufacturer/importer requirements so that consumers can register durable infant and toddler products and be notified directly if the product is the subject of a recall or safety alert.

This final rule, which is required by Section 104(d) of the Consumer Product Safety Improvement Act of 2008 (CPSIA), generally requires the domestic manufacturer (or importer) to:
provide a postage-paid consumer registration form with each product;
keep records of consumers who register their products with them; and
permanently place the manufacturer's (or importers) name and contact information, model name and number, and the date of manufacture on each such product.
The final rule also specifies the text and format for the registration form and establishes requirements for registration to occur through the internet.
(Note that the final rule provides certain alternatives to some of these general requirements, such as allowing a product identification number (PIN), rather than a model number, to be permanently placed on the product.)
Compliance Required for 12 Toddler/Infant Products Manufactured on/after June 28, 2010
The CPSC is requiring compliance with this final rule for the following products when manufactured on or after June 28, 2010:
infant carriers | bath seats | bassinets and cradles | walkers |
toddler beds | play yards | strollers | swings |
high chairs, hook-on chairs, and booster chairs | full-size and non-full size cribs | gates and other enclosures for confining a child | stationary activity centers |
Compliance Required for 6 Toddler/Infant Products Manufactured on/after December 29, 2010
The CPSC is requiring compliance with this final rule for the following products when manufactured on or after December 29, 2010:
children's folding chairs | infant bouncers | bed rails |
changing tables | infant bath tubs | infant slings |
